Some confusion on FIFA's web site:- http://www.fifa.com/...-to-russia.html
They state that there are 52 PMA (Permanent Member Associations) and that there will be 7 groups of 6 and 2 groups of 5.
However they sneaked in Gibraltar and Kosovo so there are now 9 groups of 6.
The nine group winners will qualify for the 2018 FIFA World Cup.
The eight best group runners-up will advance to Round Two.
Since there are 13 places available you'd think they might have adopted a simpler system.
Maybe leave out Gibraltar and Kosovo and have 13 groups of 4?
