The ground has a capacity of 6310 of which only 2800 are seated but the SPL demands a minimum of 6000 seats.
It is understood a planning application for the replacement of the standing Jail End with a new stand have been lodged with Highland Council but County directors refused to return calls yesterday.
They may have to enter a temporarily ground-sharing agreement with Inverness.
SPL communications director Natalie Duncan said: “March 31 is the deadline.”
In November County chairman Roy McGregor claimed Victoria Park could be brought up to SPL standard “within 10-12 weeks”.

The First Division leaders will spend around £1million on installing almost 2000 seats at both ends of Victoria Park in order to meet the top flight’s strict criteria.
But chairman Roy MacGregor, who ruled out talk of a possible need to groundshare with Inverness Caledonian Thistle if work isn’t completed in time, admits he is disappointed to see the loss of the traditional terracing at the Jail End behind one of the goals.
And with the revamp meaning County’s capacity will be reduced by 700, he questioned the need for 6000 all-seater stadiums in a financial climate where crowds are dwindling.
MacGregor said: “We are on course to have the stadium ready for next season, if we are lucky enough to go up.
“We have just reapplied to have our planning permission renewed and if we are in a position to go up we can install everything within about 10 weeks. So it’s no problem for next season.
“We are actually going to reduce the capacity of the stadium by 700. It’s quite sad that we had Celtic here this season in the League Cup and had 6500 but now we are going to have to reduce that to put seats in.
“We have had an audience that stood in the Jail End for 50 or 60 years but now that
tradition has to end.
“I understand that is the rule of the SPL but I operate in the energy, oil and gas business where you do a risk assessment and in a small ground like this it’s difficult to think we will have a problem with just 6000 people, regardless of whether they are standing or sitting.
“I understand why the rules were put in place when we had older grounds and a couple of disasters in England caused people to think about it.
“I appreciate the need for these measures in big stadiums but in small grounds where SPL clubs are getting up to 10,000 people I’m not sure it’s a great rule.
“In trying to attract fans to modern stadiums we have lost the traditional football audience – and that’s partly to do with all-seater stadia and the entertainment on offer.
“We’ve seen what’s happened to one of this country’s great football institutions this week. Now Scotland has to take a hard look at itself because we are not getting people into grounds.
“Even the Old Firm aren’t filling their grounds and we have to review our product because we have forgotten about the average fan.
“But until it’s looked at again, clubs have to play by the SPL rules on having a minimum of 6000 seats. If we want to join the club we have to accept it.”
